NYC’s Debt Demolisher program offers relief on eligible city fines. Find out who may qualify, how savings work and when the application window closes.

For New Yorkers facing unpaid city penalties, a new opportunity could make settling those bills considerably less expensive.

The NYC Debt Demolisher program, launched on October 13, 2026, offers relief on eligible outstanding Environmental Control Board judgments. Depending on the case, participants may have accumulated interest and certain penalties waived, reducing the amount required to resolve their debt.

The program runs through January 10, 2027, giving eligible residents and businesses a limited window to act.

What Is the NYC Debt Demolisher Program?

Debt Demolisher is a temporary amnesty and compliance initiative administered by the New York City Department of Finance.

It covers qualifying Environmental Control Board judgments connected to violations issued by city agencies and adjudicated through the Office of Administrative Trials and Hearings, known as OATH.

For small business owners and property owners, unpaid penalties can become harder to manage as interest accumulates. The program creates a route to settle qualifying obligations at a reduced cost and return to compliance.

However, eligibility applies to specific judgments. Having an unpaid city fine does not automatically mean that it qualifies for relief.

How Much Could Eligible New Yorkers Save?

The amount of relief depends on the circumstances of the judgment, including whether the person named in the violation attended an OATH hearing.

For eligible cases that went into default because the respondent missed a hearing, the program waives the default penalty and accrued interest. The original base fine must still be paid.

For eligible respondents found liable after attending a hearing, accumulated interest is waived, and payment is reduced to 75% of the imposed fine.

The Department of Finance says savings may reach 75% in some cases. That figure is not a standard discount available to every participant: the actual reduction depends on the individual judgment.

How to Check Whether Your Fine Qualifies

New Yorkers can check their outstanding judgments through the city’s NYC MySummons service.

The system allows users to search with identifying information such as a name and address, ticket number or OATH identification number. It then displays outstanding judgments and indicates which are eligible for the program.

Participants can select qualifying judgments, accept the program’s terms and pay the reduced amount in full. Assistance is also available through 311 and Department of Finance business centers.

Checking the individual record is essential before making assumptions about the available savings.

Paying the Reduced Bill May Not Be the Only Requirement

Some violations require corrective action as well as payment.

In those cases, the responsible city agency must approve the correction, and the Department of Finance must receive confirmation before the program ends.

That makes timing particularly important for property owners or businesses with unresolved compliance issues. A reduced payment alone may not be enough to close the case.

A January Deadline Worth Taking Seriously

The January 10, 2027 deadline gives eligible New Yorkers time to review their records, confirm the requirements and address outstanding violations.

For those carrying qualifying debt, the practical benefit is straightforward: an opportunity to settle an existing obligation while paying less in interest or penalties.

The first step is to check eligibility. The next is to understand exactly what must be paid—and, where necessary, corrected—before the window closes.
